EEC Ministers Valery Koreshkov and Sergey Sidorsky held the meeting with the representatives of authorised authorities on veterinary control problems

On January 23, the Eurasian Economic Commission held the working meeting on discussion of problems of veterinary and phytosanitary control of products manufactures in the Eurasian Economic Union, and elimination of restrictions on supply of products of animal origin from the Belarussian companies to the Russian Federation.

The Board Member (Minister) of technical regulation Valery Koreshkov, the Board Member (Minister) of Industry and Agriculture Sergey Sidorsky,  Minister of Agriculture and Food of the Republic of Belarus Leonid Zayats, the Head of the Federal Service for Veterinary and Phytosanitary Surveillance Sergey Dankvert, the Deputy State Secretary of the Belarus-Russia Union State Ivan Bambiza, the representative of government of the Republic of Belarus and the Russian Federation took part in the meeting.

The meeting participants noted that due to expansion of the EAEU, the decisions, especially those that may result in restricting the mutual supply of products, shall be based on the transparent mutual control mechanisms. Sergey Sidorovsky noted that the Union shall ensure the conditions for rapprochement of the regulation systems and elimination of interstate trade barriers. 

The measures to further develop the legal system of the Eurasian Economic Union in order to ensure equivalence of national systems of veterinary and sanitary control and laboratory supply were discussed. The meeting participants unanimously agreed that the clear rules for liaising of authorised authorities of all member-states under the Commission's coordination shall be developed. 

Valery Koreshkov informed the participants of the development of draft documents provided for by the existing Commission plans and targeted at defining the liaising procedure for the authorised authorities in respect of sanitary, veterinary and phytosanitary measures, procedure for laboratory supply in respective spheres, and other docume​nts. The Minister noted that there were measures taken to accelerate these developments, and, in particular, within the next few days the Commission will send for approval the draft of liaising procedure for the authorised authorities of the Parties during introduction of the sanitary, veterinary and phytosanitary measures.

The parties found expedient to establish a council composed of the authorised heads of the veterinary institutions of the member states of the Eurasian Economic Union, which would examine the existing problems of these institutions liaising.

The participants also discussed the order of actions required to resume the supply to the Russian Federation  of products of the Belarussian meat factories which are still subjected to the restrictions imposed by the Federal Service for Veterinary and Phytosanitary Surveillanc, in the nearest future. 

The Belarussian and Russian parties agreed to carry out the comparative laboratory examinations including the codified sample examination in order to strengthen laboratory control cooperation.

The parties also discussed the training seminar for the authorised employees of the veterinary authorities of the EAEU member states in order to enhance sharing of experience in establishing falsification of veterinary certificates, and to increase the effectiveness of control activities.

The implementation progress of the agreements reached during the meeting will be reviewed in the first decade of February 2015.
