The EEC advises the Kyrgyz Republic on the application of technical regulations of the Customs Union

The Eurasian Economic Commission (EEC) held, in the Ministry of Economy of the Kyrgyz Republic in Bishkek, a seminar on topical issues of conformity assessment and the use of 18 technical regulations of the Customs Union in the Eurasian Economic Union (EAEU). Technical regulations concern such areas as food industry, safety of products intended for children and teenagers, rail transport, furniture, light industry and other industries. 

The event was organised to inform producers, exporters, representatives of governmental bodies and conformity assessment bodies, testing laboratories of the country about the practice of technical regulations application in the Kyrgyz Republic.

The Government of the country pays special attention to informing the business community on technical regulation matters. “The basic element of integration in the EAEU and the major direction of activity of the Eurasian Economic Commission is technical regulation. For Kyrgyzstan, it is also an important question, because we are extremely interested in safe and high-quality products,” the Chief of the Conformity Assessment Systems Regulation Division of the Ministry of Economy of the Kyrgyz Republic, Bakyt Shabdanov emphasised.

At the seminar, representatives of the EEC Technical Regulation and Accreditation Department told about application of technical regulations of the Customs Union, in areas such as safety of food, mass-consumption goods, machinery, raw materials, as well as informed on product conformity assessment of the Union. 

The answers to questions about the specifics of procedures for product conformity assessment with the requirements of the technical regulations and the terms of and transitional provisions for the application in the Kyrgyz Republic of technical regulations of the Customs Union (EARU) aroused the greatest interest among listeners. 

The EEC representatives informed that, under these technical regulations since August 12, 2017, issue and acceptance of the documents on product conformity assessment with compulsory requirements previously established by the laws of the Kyrgyz Republic will not be allowed.

Production and release into circulation of goods on the specified documents is allowed until August 12, 2019, provided that such documents are issued or accepted before August 12, 2017.

In Kyrgyzstan, products, which are subject to technical regulation under the specified technical regulations and which are not, until August 12, 2017, subject to conformity assessment with compulsory requirements in accordance with the law of the Kyrgyz Republic, may be produced and released into circulation until August 12, 2018 without documents on compulsory conformity assessment and without marking with the national conformity mark.
