EAEU Technical Regulation on fire safety and fire extinguishing means comes into effect since January 1

The Technical Regulation of the Eurasian Economic Union (EAEU) "On requirements for fire safety and fire extinguishing means", adopted by the Eurasian Economic Commission (EEC) Council in June 2017, comes into force.

The document applies to specific products that ensure fire safety, help to prevent and extinguish fires, save property, rescue people from fire and etc. The list of products subject to the requirements is defined in the Annex thereto. In particular, these are fire extinguishers, fire cabinets, fire alarm notification appliances, fire hoses, special protective clothing for firefighters, fire equipment and many other things.

The Technical Regulation establish uniform mandatory requirements as well as general concepts and rules for identifying fire safety and fire extinguishing means and their circulation in the single Union market as well as the conformity assessment procedure. In particular, these means are subject to assessment of conformity with the Technical Regulation in the forms of certification or declaration of conformity, depending on the degree of risk to be prevented.

"The Technical Regulation of the Eurasian Economic Union coming into force is a very important document for all market participants. It determines the rules for releasing and safe handling of fire safety and fire extinguishing means, – pointed out Victor Nazarenko, Member of the Board – Minister in charge of Technical Regulation of the EEC. – Since January 1, 2020, it can be said that another technical barrier on the way to economic integration of our countries is removed". 

The conformity of fire safety and fire extinguishing means with the Technical Regulation shall be ensured by implementing its requirements directly or meeting requirements of standards included in the lists of standards approved by the EEC for its implementation.

From the date the EAEU Technical Regulation enters into force, it will no longer be allowed to issue or accept documents on conformity assessment of products with mandatory requirements previously established by the acts constituting the Union’s law or by the Member States’ legislation.

The transitional provisions established by the EEC Board allow manufacturers and users of fire safety and fire extinguishing means to segue to the work under new regulations until July 1, 2021. Any previously issued conformity assessment documents will remain in force before this date; product manufacturing and sales under the previous regulations will also be allowed.​
