Experts given more time to discuss toy safety

On August 25, the Advisory Committee on Technical Regulation, Sanitary, Veterinary and Phytosanitary Measures of the Eurasian Economic Commission (EEC), held a session chaired by the Director of the Technical Regulation and Accreditation Department of the EEC, Arman Shakkaliev, where a wide range of issues were addressed.

The event was attended by the heads of a number of authorised public authorities, representatives of business communities and independent experts of the Member States of the Eurasian Economic Union (EAEU).

Participants of the session approved amendments to the common forms of certificates on product type provided by the technical regulations of the Union "On the safety of machines and equipment" and "On the safety of the equipment working under excess pressure” and to the form of the Union certificate on the testing of load-lifting chains, steel ropes, textile ropes and ribbons, as well as the rules of their formation, to further submit these amendments to the session of the Board of the EEC.

Amendments to the List of standards applicable to the Technical Regulations “On the safety of low-voltage equipment” and “On the safety of equipment for use in potentially explosive atmospheres", to the list of products (goods) in respect of which a customs declaration shall be submitted accompanied by a document on the assessment (confirmation) of compliance with the requirements of the technical regulations "On the safety of products intended for children and teenagers" were also approved and will be sent to the Board of the EEC.

A similar decision was made regarding amendments to the Regulation on the procedure for the implementation of quarantine and phytosanitary control (supervision) at the customs border of the Eurasian Economic Union.

In addition, as a result of consideration, the draft amendments to the technical regulations of the Union "On the safety of personal protection means” were approved for referral for public discussion. The draft clarifies the scope of the technical regulations and the requirements on individual items subject to technical regulation. The technical regulations of Union "On the safety of agricultural and forestry tractors and trailers” will also be referred for public discussion. The document clarifies the requirements on tractors regarding their ecological safety, their identification labelling, and requirements on tractors running on compressed natural gas and LPG, etc.

Public discussion of the draft revisions to the technical regulations of Union "On the safety of toys", which concerns the possible introduction of psychological and pedagogical expert examination of toys, has been prolonged until November 30, 2016.

The Advisory Committee on Technical Regulation, Sanitary, Veterinary and Phytosanitary Measures was established by Decision No. 161 of the Board of the EEC dated September 18, 2012 and carries out its activities in accordance with the Regulations on the Advisory Committee. It is a consultative body that facilitates consultations with representatives of the EAEU and develops proposals in the sphere of technical regulation, sanitary, phytosanitary and veterinary measures related to draft decisions of the Supreme Eurasian Economic Council and the EEC.
