EEC relevant units to check testing laboratories for compliance with EAEU Treaty

1/22/2021

The Competition and Antitrust Regulation Unit jointly with the Technical Regulation Unit of the Eurasian Economic Commission has reviewed the results of a preliminary study of competition in the markets for testing laboratory services in the technical regulation system.

It bears reminding that the major part of goods being circulated in the Eurasian Economic Union's market requires a quality conformity assessment. It is conducted with the involvement of orderly accredited testing laboratories, which are economic entities rendering their services under market conditions.

Today, the EEC is considering the expediency of an initiative investigation in the markets of laboratory services where competition is not sufficiently developed. The Commission's antitrust investigation enables revealing circumstances that may indicate violations of the competition rules in transboundary markets established by the Treaty on the EAEU (Article 76): discrimination of certain categories of consumers, establishing monopoly prices, imposing unfavorable contract conditions as well as the refusal to conclude contracts with individual consumers and others.
