In 2019, EAEU countries' treasuries generally complied with procedure for distributing import customs duties between Union States' budgets

On February 19, the supreme bodies of state financial control of the Eurasian Economic Union countries held a joint meeting to discuss the results of verifying the transfer and distribution of import customs duties in 2019. The event was chaired by Vasily Gerasimov, Chairman of the State Control Committee of the Republic of Belarus, and was held via videoconferencing.

The results of verifying the application of the current procedure for transfer and distribution of import customs duties in the Member States in 2019 were presented at the meeting, recommendations were given to improve the work of the authorized state authorities of the Union countries and to correct errors and individual shortcomings identified.

The supreme financial control bodies ascertained that in 2019 the treasuries of the Member States generally ensured the compliance with the procedure for distributing import customs duties between the Union countries' budgets.

Arman Khachatryan, Director of Financial Policy Department, took part in the meeting on behalf of the EEC. The Commission's representative noted the importance of import customs duties for the revenues of the EAEU countries' budgets, dwelled on certain problematic issues noted by the supreme financial control bodies. He expressed confidence that “the discussion held will help improve the audit quality in order to increase the efficiency of the Union’s functioning”.

According to paragraph 53 of the Protocol on the Procedure for Transfer and Distribution of Import Customs Duties (Other Duties, Taxes and Fees Having Equivalent Effect) and their Transfer to the Budgets of the Member States (Annex No. 5 to the Treaty on the Eurasian Economic Union dated May 29, 2014), within joint control activities, the supreme bodies of state financial control shall annually verify observance of the procedure for transfer and distribution of import customs duties in the Member States.

The supreme bodies of state financial control in the EAEU countries are: the Audit Chamber of the Republic of Armenia, the State Control Committee of the Republic of Belarus, the Accounts Committee for Control over the Execution of the Republican Budget of the Republic of Kazakhstan, the Accounts Chamber of the Kyrgyz Republic, and the Accounts Chamber of the Russian Federation.​
