The List of standards under the Technical Regulation of the CU “On Safety of Perfumes and Cosmetics” was amended

On March 12, at the session of the Board of the Commission (the EEC) the issues in the field of competition, antitrust regulation and technical regulation were considered.

In particular, in the field of technical regulation the EEC Board introduced changes to the List of Standards containing research (testing) and measurement rules and methods, including sampling rules, as necessary for the application and fulfillment of the requirements of the Customs Union (the CU) Technical Regulation “On Safety of Perfumes and Cosmetics” and product conformity assessment (verification) approved by the Decision of the CU Commission dated September 23, 2011 No. 799.

Changes to the List of Standards include: inclusion of interstate standards which were adopted based on ISO international standards; inclusion of national (state) standards of the Republic of Belarus and the Republic of Kazakhstan harmonized with ISO international standards; replacement of national (state) standards of the Member-States of the CU by interstate standards adopted based on ISO international standards; exclusion of standards stipulating for methods to assess product conformity to indices not governed by the CU Technical Regulation “On Safety of Perfumes and Cosmetics”; exclusion of national (state) standards of the Republic of Belarus, the Republic of Kazakhstan, the Russian Federation for the products in cases when testing methods contained therein are included in interstate standards being part of the List of Standards: exclusion of sanitary regulations and rules cancelled or lacking testing methods. 

Pursuant to the EEC comments, a transitional period is introduced for a range of national (state) standards while both the replaced and the replacing standard may be used and the standards for the quality management system are excluded.
