Since January 1, 2017 the Kyrgyz Republic has presided over the bodies of the Eurasian Economic Union.
Participation in the EAEU is for the Kyrgyz Republic a priority area in its foreign economic policy. We believe that the strengthening of economic integration is the key for the development and prosperity of the Member States of the EAEU.
It is important not to slow down, but instead to accelerate integration. Therefore we need to increase the number of sectors and industries in which a single economic policy will be conducted.
It is increasingly crucial to strengthen economic cooperation, to ensure the full functioning of the industrial enterprises.
In order to accelerate the process of economic integration I suggest devoting the year 2017 to make the best conditions for business development in Eurasia.
In this context, of top priority are the activities aimed at the rapid development of the real sector of the economy, as well as strengthening cooperation in all industrial sectors with the establishment of joint ventures. It is necessary to use the advantages stemming from the division of labour, the specifics of each State to strengthen overall economic capacity.
A common innovation infrastructure focused on making new competitive products, as well as innovative forms of economic integration for our States should become the main component of the economic interaction. This new form may be represented in the IT-based stock exchange trading, which will help to establish direct links between producers and consumers and ensure transparent, efficient trading mechanism for all types of goods.
We believe it important to implement Guidelines for industrial cooperation within the EAEU, forming technological platforms in the areas of science and technology, innovation and industries, along with the introduction of modern technologies of energy conservation and energy efficiency, renewable and alternative energy sources.
For the successful implementation of these there has to be a close relationship between the Eurasian Economic Commission, public authorities and business. The entrepreneurial initiative of public authorities should be seen as important information to make key decisions. Maintaining continuous dialogue with manufacturers and entrepreneurs from the EAEU Member States is a key aspect.
A certain contribution in this direction will be made by virtue of execution of the Supreme Eurasian Economic Council’s decision on liberalisation of the service market and the functioning of the single service market in specific sectors.
We must intensify our investment policy for the expansion of financial capacities of the real sector of the economy. This means that the issue of integration of the financial market regulation rules in terms of ensuring less vulnerability of the EAEU Member States from exposure to external shocks is very important.
In this behalf it is necessary to speed up drafting a Concept for the development of the common financial market of the Eurasian Economic Union.
I believe that the work focused on the development of transport and communication infrastructure is the matter of crucial importance. For this purpose it is necessary to ensure consistent and progressive execution of main directions and stages of the implementation of the coordinated transport policy of the EAEU Member States.
No less topical is a new direction for the Union - the formation of a single digital space which will serve for strengthening digital sovereignty of the Union, as well as for the creation of a favourable environment for the business development. In order to cope with it, it is necessary to develop and accept in 2017 a strategy for the EAEU digital space development and an Action plan for its implementation.
This year it seems appropriate to start the implementation of the Programme for the development of a common electricity market of the Eurasian Economic Union and to determine financial and infrastructure resources for this purpose.
In order to achieve social development and sustainable well-being of citizens of the EAEU Member States, it is necessary to sign the Pension Agreement for employees and their families in the EAEU Member States, which will eliminate another barrier towards the freedom of movement of labour resources between the EAEU Member States.
At the same time we believe it important to continue the work on further developing a common labour market within the framework of the Eurasian Economic Union. In this context, we propose to consider applying a more liberal approach to deportation of labour migrants, citizens of Member States of the Union, for administrative offences, as well as concerning restrictions on entry into the territory of a Member State of the Union.
Searching for consensus and agreed actions of the EAEU Member States in the implementation of veterinary, sanitary and phytosanitary measures is an integral part of building the Union. Alongside with the development of industry, increase in agricultural production is the matter of great importance for the economies of our countries. In this regard, the removal of barriers and fair competition in this area will improve the quality of produced products and increase the efficiency of its production.
For the further development of the common market and the common economic space we expect that the Eurasian Economic Commission will take a proactive stance in addressing all relevant problems and challenges facing the Union.
In its turn, the Kyrgyz Republic intends to actively contribute to effective implementation of the set plans and new ideas.
I hope to obtain support from the EAEU Member States in the implementation of the designated initiatives.
I firmly believe that the Economic Union will be the common heritage of our peoples and a factor of stability and prosperity in the Eurasian space.
