EEC temporarily zeroed duties on hearth mass for aluminum electrolyzers

At its meeting on April 13, the Eurasian Economic Commission's Board reduced the rate of import customs duty in respect of the hearth mass for lining aluminum electrolyzers from 5 to 0% for a period of one year.

This commodity is used for filling joints and is a consumable for the operation of electrolyzers in the aluminum production process. Continuity of aluminum production is ensured by the planned replacement of the hearth mass.

The production of the hearth mass in the Eurasian Economic Union meets the needs of the aluminum industry enterprises by 75-80%. The missing volumes are compensated by imports at prices significantly higher than domestic ones. Given the current construction of new aluminum plants in the EAEU, the volume of purchases of imported hearth mass increased in 2020.

Thus, the adopted measure of customs and tariff regulation will be aimed at reducing the cost of aluminum production and providing aluminum plants of the Union States with quality products in the volumes required for stable manufacturing. Besides, the decision will contribute to developing industrial production of aluminum in the EAEU countries,” noted Vahagn Ghazaryan, Director of the EEC Customs Tariff and Non-Tariff Regulation Department.

The Decision shall come into effect after 30 calendar days have elapsed from the date of its official publication.

In accordance with Decision No. 161 of the EEC Board dated September 17, 2019 the zero rate of import customs duty in respect of the hearth mass for lining aluminum electrolyzers had been in effect from October 19, 2019 to October 31, 2020.
