The EEC Minister Tair Mansurov delivered a speech in MGIMO: "The EAEU will operate at full capacity by 2025"


On May 28, in Moscow, the Member of the Board – Minister in charge of Energy and Infrastructure of the EEC Tair Mansurov delivered a lecture dedicated to the history and prospects of integration processes development in the Eurasian region before the students of the European Studies Institute at the Moscow State Institute of International Relations (MGIMO) - state officials from almost 50 Ministries and Departments of the Russian Federation.

The Minister of the EEC spoke about the history of the creation of the Eurasian Economic Community (EurAsEC), work of its bodies and institutions, stages of creation and work of the Customs Union (CU) and Common Economic Space (CES) created on the EurAsEC basis, and the start of the Eurasian Economic Union (EAEU) operation.

In his lecture, he also focused on theoretical and practical aspects of the global integration processes, the classic model of economic integration, main provisions of the Eurasianism theory as well as on the Project of the Union of Eurasian States suggested by the President of Kazakhstan Nursultan Nazarbayev in 1994 at M.V. Lomonosov Moscow State University. Thus, he presented a whole retrospective of integration events in the Eurasian region from 1994 to mid-2015.

Tair Mansurov stressed that during the creation of the Eurasian integration associations the experience of the European Union was used, which was "critically reconsidered and adapted to our conditions." According to him, "consideration of experience of the European Union allowed formulating and implementing a range of new methodological decisions during creation of the EurAsEC, CU, CES and EAEU."

The speech of the EEC Minister was also focused on signing and entry into force of the Treaty on the EAEU, as well as on preferences that the Member States had from the beginning of the Union's operation.

The Minister highlighted in details the systematic work of the EEC in the areas supervised by him, aimed at conducting coordinated energy policy and stage-by-stage creation of common markets of energy sources of the Union; implementation of coordinated policy in road, air, water and railway transport, creation of the common market of transport services and single transport space, implementation of accumulated transit potential; harmonization of legislations of the Union Member States taking into account common principles and general rules for regulation of natural monopolies subjects' activity.

In particular, Tair Mansurov spoke about the Concept for creation of a common electric energy market of the EAEU and the Program of stage-by-stage liberalization of coastal carriage of goods by road for the period from 2016 to 2025, adopted by the Heads of the States on May 8, 2015. He also noted that, from January 1, 2015, carriers registered on the territory of the Member States are implementing international carriage of goods by road (bilateral, transit, between other Member States) on permit-free basis. By the end of the year, it is planned to adopt the Concept of creation of the common gas market and common oil and petroleum products markets, international treaty on maritime shipping.

Concluding his speech, Tair Mansurov answered questions of students mainly relating to evaluation of prospects of the Union activity in challenging external conditions. "We will have to do a lot so that the created Union will operate at full capacity," noted the EEC Minister. "It is necessary to overcome many problems in economy and mutual trade, to accelerate integration processes even more. The reason is that our countries have reached different levels of development of economic and financial systems, they differ by the government share in the economy, they are unequally involved in the global economic processes and global flows of goods, services, loans and investments. Nevertheless, with the help of efficient interaction of all participants of integration processes, these problems can be overcome. And I have no doubt that the EAEU will operate at full capacity by 2025."

Concluding the meeting, Tair Mansurov presented to the participants the books issued in 2014-2015 in Russian and English: "Eurasian Project of Nursultan Nazarbayev Brought to Life. To 20th Anniversary of the Eurasian Project. 1994-2014" and "Eurasian Economic Integration: Experience and Prospects."

As a part of the visit to MGIMO, Tair Mansurov also held a working meeting with the Rector of the University Anatoliy Torkunov. The Parties discussed prospects for the development of the modern Eurasian integration, issues on interaction of the EAEU and EU, as well as directions of possible cooperation of the EEC and MGIMO.
