Arman Shakkaliyev

He was born on December 1, 1977 in Balkhash, Karaganda Region.

In 1998, he graduated from L.N. Gumilyov Eurasian University, specialty "Jurisprudence".

In 2004, he graduated from E.A. Buketov Karaganda State University, specialty "Economics".

In 2014, he gained the Bachelor’s qualification in Engineering and Technology at Kostanay Engineering and Economics University named after M. Dulatov.

In 2019, he was conferred the Master's degree in Economics at the Diplomatic Academy of the Russian Ministry of Foreign Affairs.

He is Corresponding Member of the International Academy of Engineering.

He started his career in the Agency for Reorganization and Liquidation of Insolvent Debtors.

Over the years, he held senior positions in the Ministries of Finance, Economy and Budget Planning of the Republic of Kazakhstan.

Then he continued working in the technical regulation system:

in 2008-2016 he was Director of the Kazakhstan Institute of Standardization and Certification,

in 2016-2018 he was Director of Technical Regulation and Accreditation Department of the Eurasian Economic Commission,

from 2018 to September 2020 he was Chairman of Technical Regulation and Metrology Committee at the Ministry of Investment and Development and the Ministry of Trade and Integration of the Republic of Kazakhstan.

On November 6, 2020, by Decision of the Supreme Eurasian Economic Council he was appointed Member of the Board – EEC Minister in charge of Competition and Antitrust Regulation.

He was awarded the jubilee medal "20 Years of Independence of the Republic of Kazakhstan", jubilee medal "25 Years of Independence of the Republic of Kazakhstan", medal "Ерен енбегі үшін", medal "For Contribution to the Development of the Eurasian Economic Union", and the jubilee medal "25 Years of the Constitution of the Republic of Kazakhstan".

He is married and has five children.
